The latter view commended itself to the majority, and I was most strong in advocating Cecil Smith. I hope this latter view will be taken by M. Chamberlain. It seems to me to be more politic, simple, and more economical: more politic because it confirms at once the view that the leased territory is for all intents and purposes British territory, colony not protectorate; simpler and more economical because we have the necessary machinery in existence and need not create a wholly new administration.
Hong Kong is a colony where we have constantly hesitated between having one man or two in each branch of the service. There has been too much work for one, too little for two. We have hitherto been without a permanent second magistrate, though we have constantly had an acting one. We can now restore the second magistracy, and the holder can travel on the mainland and, as M. Lockhart suggests (on p.14), exercise strict supervision over the native tribunals.
A separate Treasurer is not wanted. The Treasurer in Hong Kong is lightly worked - he may require an assistant on the mainland, but he can well control the receipts and expenditure. The head of the Police in the colony can be given charge of the police on the mainland. What assistance is necessary can be given by the existing staff in the engineering and other departments.
